The Assistant Clinical Director is responsible for ensuring appropriate coordination, implementation, and oversight of mental health and substance abuse services in the facility as well as fidelity monitoring.  The Assistant Clinical Director reports to the Clinical Director.

Responsibilities

Assists in developing and revising facility operation policies and procedures to ensure compliance with Department of Juvenile Justice QI Standards, state licensing requirements and Medicaid.
In the absence of the Clinical Director, provides supervision of treatment services staff.  Provides at least one (1) hour weekly of clinical supervision either individually or in a group setting to all unlicensed clinical staff (Therapists & Substance Abuse counselors) at the facility when the Clinical Director is unavailable.
Monitors all documentation including Mental Health treatment plans, treatment plan reviews, biopsychosocials, CFARS, ASAM, BHOS certification forms, and discharge documentation.
Ensures that mandated deadlines for Mental Health documentation be met.
Acts as resource leader and trainer for other staff in areas relating to counseling and treatment issues; trains direct care staff in the role as paraprofessional advisors.
Acts as resource leader and provides oversight in the group therapy component of the correctional counseling program; assists counselors in-group counseling.
Participates in weekly treatment team staffing as needed.
Identifies youth requiring intervention/service and treatment services/providers to be scheduled.
Maintains caseload and/or substitute when Therapists are unavailable as needed with responsibility for all counseling functions and documentation.
Ensures that Mental Health and Substance Abuse billing and documentation comply with state requirements.
Attends training and meetings as assigned and scheduled.
Works with the facility mental health/substance abuse staff, physician consultants, Case Managers and other support staff to ensure that the Mental Health and Substance Abuse programs are fully understood and integrated within the facility and that staff supports the program’s emphasis on prevention and treatment.
Provides face-to-face intake evaluations, diagnosis, and eligibility determination of youth being admitted into Mental Health and Substance Abuse Services, as per guidelines set forth in the Medicaid Community Mental Health Coverage and Limitations Handbook.
Assists in ensuring that attendance to treatment team are met.
Ensures that assessments are completed on all newly admitted youth.
Assists in developing, coordinating and implementing behavioral health programming associated with the individualized treatment plan addressing mental health and substance abuse needs and with the youths’ performance plan.
May provide individual or family therapy if the youth is assessed as needing specialized, more intensive treatment than supportive counseling.
May conduct behavioral health assessments and provide direct services.
Serves as a liaison with the Department of Juvenile Justice, the District DCF Program Office, if indicated.
Submits required reports in a timely manner.
Attends and provides training as assigned and scheduled.
Participates in Emergency On-Call to provide 24-hour Mental Health coverage seven (7) days per week as needed.
Adheres to code of ethics and complies with all applicable mental health law and regulation.
Designated treatment staff member.
Performs other duties as assigned.

Qualifications

Education:                        Master degree in psychology, counseling or related field.  Must be fully licensed as a mental health professional.                                
Experience:                      Two years practice in the field working with children with behavioral and emotional problems.  Previous experience in a residential setting preferred and supervisory experience preferred.
Computer Skills:              Basic computer skills, including usage of email, Internet Explorer, and print documents.
Certifications &               Current mental health professional license in the state of Florida.
